William 'Jim' Vosburg

Jim Vosburg is the Manager of the Office of Training and Logistics (OTL) for the Office of Secure Transportation (OST). OTL is responsible for all organizational training within OST. This not only includes Agent related training but also the professional development training of all OST employees. Training takes place at various venues throughout the continental United States. Additionally, OTL is responsible for the accountability of approximately 250 million dollars of OST personal property.
Jim has over 26 years of government service with the Department of Energy (DOE) and has served in key management positions at the Oak Ridge Operations Office (ORO) in Oak Ridge, TN, the Office of Science (OS) in Washington DC, and currently at OST in Albuquerque, NM. After serving four years in the United States Air Force, Jim began his government career as a Federal Agent within OST and subsequently was promoted to a Senior Training Instructor in charge of Federal Agent tactical training. He accepted a Training Director position at ORO overseeing a multi-million dollar training, development, and education program for a workforce of 14,000 federal and contractor employees. These duties were expanded into a Deputy Director of Human Resources position and included all aspects of the ORO human resource program including human capital assessment, personnel management, management analysis, contractor labor relations, and directives management. Prior to his current position, Jim was the Acting Director of the DOE National Training Center’s Office of Safety Training Operations.
Jim has served on the adjunct faculty at Vanderbilt University, Southern Illinois University, University of Tennessee, Clemson University, and the University of New Mexico. He has also facilitated courses for the American Management Association nationally as well as internationally (South America) in organizational needs assessment and supervisory/management skills. He has published numerous studies focusing on the transfer of learning from the classroom to the workplace and has been a keynote speaker at training and safety conferences nationwide.
Jim grew up in New York and has a Doctorate degree in education, training and development from Vanderbilt University. He also has an MBA and a BS in workforce education and development. He currently resides in Albuquerque, NM with his wife, Jean. They have two children, Jarron and Jannae.
